Under SAP's Authorization-Based Licensing, SAP counts what a user is allowed to do, not what they actually do. STAR and the FUE model classify users by the authorization objects in their roles. One authorization object can move a user from Core to Advanced. That is the difference between 0.2 and 1 FUE per user. For 200 users, it means paying for 200 FUE instead of 40.
Most role concepts were built for access and security, not for licensing. They grew over years: copied roles, broad standard roles, project access that never got removed. None of this was wrong at the time. The license model changed around it. Today, the results show up in your STAR classification, your RISE or SAP Cloud ERP Private contract, and your next true-up.
